The Project Manager shall oversee all technical, engineering, institutional and social developmental activities under the project. He will be involved in all activities specified under the four parts of the project. With the support of the Design and Supervision Consultants he will be actively involved in overseeing detailed engineering designs, procurement, quality assurance and project completion. The Project Manager will report to the Municipal Corporation Council regarding project activities and shall be responsible for all disbursement under the project along with the Corporation Secretary and Worshipful Mayor.

Technical Officer Water Supply and Sewerage will be responsible for overseeing all design, quality, assurance and implementation activities under the relevant sub-projects. He will coordinate between the DSC and PIU staff regarding the aforesaid activities. He will also be involved in assisting the Procurement Officer in ensuring that technical specification under the bids are appropriately included and contracts are administrated within the principles of Good Operating Practices. With assistance of Social Development Officer, he will resolve resettlement issues under the Project. Relevant general management tasks for the PIU will be govern the TO functions.

The Technical Officer (Environment) will be responsible for confirming that the Initial Environmental Examination (IEE) for all sub-projects is updated and confirms to the KSUDP Draft Resettlement Framework. She will also ensure that during Project Implementation, environmental safe guards are completed with and that the Contractor adheres to all laws and regulations applicable in the Country safety monitoring shall form a key function of the Technical Officer. Relevent general management tasks for the PIU will be govern the Technical Officer functions.

Technical Officer (Procurement) will be responsible for ensuring that all bid documentation, processing and contract administration confirms to the project requirement. He will be responsible for confirming the completeness of the bid documents and for coordinating between the DSC, TSU and PMU in terms of finalizing the documentation. He will be responsible for ensuring smooth contract negotiations and award. The Technical Officer may be called up on to assist in dispute resolutions, if they occur. He shall be in-charge of the Road (Urban Transport) Component under KSUDP as laid soon in the proceedings No. 01/05/ksudp of the Project Director.

The Social Development Officer shall be responsible for undertaking the functions under the Urban Community Upgrading Component specifically related to the livelihood promotion. She shall also assist in preparing Resettlement Plans in case of unanticipated on voluntary resettlement.

The Municipal Finance Officer shall ensure that all Project accounting activities are dovetailed with the Municipal Corporation finance at appropriate periods. He will also assist in ensuring that relevant information is provided to the Municipal Corporation Accounts Officer and PIU- MIS/IT Officer concerning Municipal Corporation contribution to the Project.

Accounts Manager shall undertake all accounting functions under the Project and will support the accounting mechanism at the PMU. All functions shall be governed by the Project Financial Management and Accounting Manual.

The MIS/IT Officer shall manage all information technology support to the PIU and ensure that relevant Project Monitoring Programs are updated and maintained. He will ensure that systems in the PIU are equipped for real-time decision-making and that information is appropriately maintained and the Project is managed within the established time frames and budgets. He will also pass on relevant information to the PMU for updating the project MIS and assist the PMU approval of the PIU, Project Manager on matters related to expediting Project activities.

Since Kochi is one among the Project cities approved under the Jawaharlal Nehru National Urban Renewal Mission and no Project Implementation Unit is constituted so far for the Implementation of JNNURM Projects the present PIU of KSUDP, Kochi Corporation have the responsibility to take up appropriate and timely action on that Projects also in accordance with the JNNURM Tool Kit as well as directions of the Department of Urban Development, Government of India also for the time being and orders from appropriate authorities in this respect is awaited. Project staff will be under the direct administrative control of the Project Manager and shall be bound to comply the directions

of the Corporation Secretary and elected office bearers for the smooth and satisfactory implementation of the KSUDP/JNNURM Projects with in approved time frame ensuring cooperation of the Technical Support Unit and Design and Supervision Consultants and concerned officers of various Departments of the Municipal Corporation as well as maintain close laison with line Departments for the successful implementation of the Projects.
